Civil Engineer
  • Mr. Scillia holds a Bachelor of Science degree in Civil Engineering from the ­­­­New Jersey Institute of Technology, Newark, New Jersey, and is a licensed Professional Engineer in New Jersey, New York, Pennsylvania, and Delaware. Mr. Scillia is a member of the American Water Works Association.

  • Mr. Scillia’s professional experience includes forensic engineering investigations and evaluations of design and construction features related to civil and safety engineering including: walkways, stairways, roadways and building construction. He has performed investigations and evaluations of utility owned and/or operated potable water, gray water and black water systems involving source, treatment, pumping, transmission, distribution, collection and metering installations. Mr. Scillia has conducted detailed engineering and safety analyses related to OSHA and building code compliance, and accident evaluation, and cause and origin analysis.

  • Prior to joining AEL Mr. Scillia served as a Managing Member, Director of Engineering and a Project Engineer for various engineering firms in the New Jersey, New York and Pennsylvania area. His work included planning, design and construction administration for public water projects, operation and technical oversight of multiple public water and sewer systems, design, selection and inspection of various water treatment systems required to comply with Federal, State and local Safe Drinking Water regulations.
